Role Overview

The Lead Background Investigator will serve as the primary program lead for KENTECH’s delivery of pre-employment background investigation services to the City of Oakland Fire Department. This role is responsible for investigative quality, compliance oversight, and primary coordination with City stakeholders.

Key Responsibilities

  • Lead and oversee all background investigations conducted under the Oakland contract
  • Ensure full compliance with POST standards, FCRA, California Civil Code, and City requirements
  • Review and approve Personal History Statements (PHS)
  • Conduct complex or escalated candidate interviews
  • Perform final quality review and grading of investigative files prior to City submission
  • Prepare and deliver complete investigative reports to Fire Department leadership
  • Participate in Character Review meetings as requested
  • Oversee investigator workload and surge capacity during academy cycles
  • Serve as the primary point of contact between KENTECH and the City

Required Qualifications

  • Extensive experience conducting public safety background investigations
  • Demonstrated working knowledge of California POST Background Investigation standards
  • Experience with DOJ and FBI Live Scan processes
  • Strong report-writing, documentation, and decision-making skills
  • Ability to manage high-volume investigations with strict deadlines
  • Proven professionalism, discretion, and confidentiality handling
